What it is. A Vercel feature where you nominate a spend amount, get notified as you approach it, and can optionally have your projects paused when you reach it.
What it is not. A hard cap. Vercel's own docs state that "setting a spend amount does not automatically stop usage" — the pause is a separate switch, off by default.
The constraints, briefly:
