The webhook route is the flexible one. Vercel will POST deployment events anywhere, so you can wire them into whatever paging setup you already run — Pushover, ntfy, PagerDuty. Worth doing if you have one. Note that webhooks cover deployment events; usage and spend notifications are a separate, narrower set.
Otherwise the honest answer is that neither platform can reach you on your phone in a way that would wake you, except Vercel's SMS at the point where the money is already spent. That gap is the reason MONII is an app rather than a dashboard.
